My letter to the Prime Minister

Today I am in Britain. We will have our bilateral talks with Keir and a meeting in the E3 plus Ukraine format: President of France Emmanuel Macron, Chancellor of Germany Friedrich Merz, and Prime Minister of the United Kingdom Keir Starmer. Our teams have already done substantive work to prepare all the meetings. Now it is important to discuss everything and agree on the key things at the leaders’ level. The main focus is our defense in the war, greater cooperation for the security of all of Europe in the area of air defense, and our shared view of diplomatic prospects – Europe must be part of the negotiations and must be strong. A meeting with His Majesty King Charles III is also scheduled for tomorrow. I thank the United Kingdom and all our partners who, through real steps, are helping us strengthen the protection of life and increase pressure on Russia for its aggression. Russia must end its war.

Since last night, first responders and all necessary services have been working wherever needed. As of now, at least 83 people have been confirmed injured since midnight. Tragically, there are fatalities. My condolences to the families and loved ones. It was a heavy attack – 90 missiles of various types, many of them ballistic missiles – 36 in total. There were 600 drones. Unfortunately, not all of the ballistic missiles were intercepted – the largest number of hits was in Kyiv. Kyiv was the primary target of this Russian attack. Putin can’t even pronounce the word “hurrah” clearly anymore – slurs and mumbles – yet he is still vanquishing residential buildings with his missiles. Launched three Russian missiles against a water supply facility. Burned down a market. Damaged dozens of residential buildings. Hit several ordinary schools. Launched his “Oreshnik” against Bila Tserkva. They really are unhinged. It is important that this does not pass without consequences for Russia. Today, everyone in the world who will not stay silent and chooses to help Ukraine is a defender of life. It is critically important to continue working to secure air defense for Ukraine, especially anti-ballistic capabilities. We are doing our best to achieve peace and protect people – everything. It is important that Ukraine is not alone. Decisions are needed – from the United States, from Europe and others – to make that old “Oreshnik” in Moscow finally utter the word “peace.”

Our intelligence services reported receiving data, including from American and European partners, about Russia preparing a strike with the Oreshnik missile. We are verifying this information. We are seeing signs of preparation for a combined strike on Ukrainian territory, including Kyiv, involving various types of weaponry. The specified intermediate-range weapons could be used in such a strike. It is important to act responsibly on air-raid alerts, starting this evening. Russian madness truly knows no bounds, so please protect your lives – use shelters. Second, we are drawing the attention of our partners in the United States and in Europe to the fact that the use of such weapons and the prolongation of this war also sets a global precedent for other potential aggressors. If Russia is allowed to destroy lives on such a scale, then no agreement will restrain other similar hatred-based regimes from aggression and strikes. We count on a response from the world – and on a response that is not post factum, but preventive. Pressure must be put on Moscow so that it does not expand the war. Third, we are preparing our air defense as much as possible, and we will respond fully justly to every Russian strike. We have given permission for a parade, but Russia has no permission for madness. This war must be ended – we need peace, not some missiles satisfying the sick ambitions of one individual. I thank everyone helping to protect lives. Once again, please take care of yourselves and use shelters tonight.

Russia took another step regarding Transnistria – the Russians simplified access to citizenship for people originating from this region of Moldova. It is a very telling move. It means not only that Russia is looking for new soldiers in this way – because citizenship also entails military obligation – it is also Russia's way of staking a claim to Transnistria’s territory. Those in Moscow often tell various interlocutors that supposedly only Donbas interests them. In reality, far more than Donbas is at stake. We must respond to this. All the more so as the presence of the Russian military contingent and special services in Transnistria also poses a challenge for us. We are interested in a stable and strong Moldova.

Investigators from the National Police and the Security Service of Ukraine are now examining all the circumstances of the attack in Kyiv against ordinary civilians. The attacker was eliminated. He took hostages and, tragically, killed one of them. He shot dead four more people right on the street, and one more woman passed away in a hospital due to sustained injuries. My condolences to the families and loved ones of the victims. Four hostages have been rescued. At present, fourteen people have been reported wounded. Sadly, this number may rise as people continue to seek medical assistance. Among the injured is a 12‑year‑old boy. Doctors are providing all necessary medical care. We wish all the wounded a swift recovery. It has been established that the attacker set fire to an apartment before going out onto the street with a weapon. He had previously been prosecuted for criminal offences. He had long resided in the Donetsk region and was born in Russia. All available information about him and the motives behind his actions is being thoroughly investigated. Every detail must be verified.

J’ai échangé hier avec le Président Aoun, le Premier ministre Salam et le Président du Parlement Berri. Tout doit être fait pour empêcher que le Liban ne sombre dans le chaos. Le Hezbollah doit arrêter immédiatement sa fuite en avant. Israël doit renoncer à une offensive d’ampleur et cesser ses frappes massives, alors que des centaines de milliers de personnes ont déjà fui les bombardements. L’exécutif libanais a marqué sa disposition à des discussions directes avec Israël. Toutes les composantes du pays doivent y être représentées. Israël doit saisir cette opportunité pour enclencher des discussions et cesser le feu, trouver une solution durable et permettre aux autorités libanaises de mettre en œuvre leurs engagements en faveur de la souveraineté du Liban. CENTCOM Update TAMPA, Fla. – As of 9:30 am ET, March 1, three U.S. service members have been killed in action and five are seriously wounded as part of Operation Epic Fury. Several others sustained minor shrapnel injuries and concussions — and are in the process of being returned to duty. Major combat operations continue and our response effort is ongoing. Dubai Civil Defence has confirmed that the resulting fire is now under control. Four individuals sustained injuries and have been transferred to medical facilities. The safety and wellbeing of residents and visitors remain the highest priority. Authorities continue to take all necessary measures to safeguard the public. The public is urged to remain calm, rely solely on verified information from official sources, and refrain from circulating videos or images on social media.
