It’s not really shown as bias.
Raava doesn’t choose by nation or bending,she bonds with a human spirit, and that person is born into one of the four nations where the elemental system exists in Avatar: The Last Airbender / The Legend of Korra.
Non-benders aren’t excluded on purpose,they’re just not part of the elemental cycle system that defines the Avatar role.
Don't you think Raava seem biased by limiting Avatar reincarnation to the 4 nations alone?
What about non-benders?
The cycle only ever reincarnates into benders from Water, Earth, Fire, or Air. Non-benders who exist in every nation, make up massive populations, and even led the Equalist movement and never get a chance to carry Raava or bridge the human and spirit worlds.
Is "balance" actually just balance for elemental wielders? Or was the system set up to favor benders from the start?
