1. In a fair election, Spencer Pratt never had a chance of becoming mayor in a city with an overall population that is morally and spiritually broken beyond all hope. Despite the click-whoring headlines we all saw, the polls always made that painfully obvious.
2. Of course, Democrats cheated. Their entire system is set up to ensure the desired outcome. In this case, that outcome was ensuring the appealing and effective Pratt was not given a national platform for another five months to expose the failures and horrors of Democrat governance.

How about...
California outlaws voter ID; refuses to clean up its voter rolls of the deceased and those who have moved away; imports millions of illegals; mails everyone a ballot whether they ask for it or not; outlaws challenges when mail-in ballot signatures don't match the signature on file; allows votes to be counted up to a week after Election Day; and allows left-wing NGOs to run around "curing" ballots without supervision.
The result is below... Democrats didn't have time to try to hide the cheating by evenly distributing the ballots between Bass and Raman, so they all went to Raman:
