@SolorzanoOso presented a new guide to best practices on using Extinción de dominio – Latin America's predominant form of non-conviction based forfeiture law – at a meeting of the Asset Recovery Network of
@gafilat (the FATF's Latin American regional body).
He emphasised the value of Latin American countries introducing and using Extinción de dominio to recover proceeds and instrumentalities of crime, in order to counter the high levels of economic and organised crime in the region.
But he stressed that laws and their implementation need to be aligned with international human rights standards. Only then will they gain legitimacy in the eyes of citizens and international counterparts.
