Providing sidewalks doesn't require people to use the sidewalks for every trip. Providing buses doesn't require people to use the bus for every trip. Providing bike lanes doesn't require people to use bikes for every trip. A good transportation system is one that gives people practical options so they can choose how to get around for each trip they make.
