An image has been circulating on social media accompanied by text stating: "The Cabinet approves a proposed law to collect fees from elementary school students—10,000 per student—middle school students—15,000—preparatory school students—20,000—and college students—30,000."

The circulating report claiming that the Iraqi Cabinet has approved the imposition of tuition fees on school and university students—10,000 dinars for elementary school students, 15,000 dinars for middle school students, 20,000 dinars for middle school students, and 30,000 dinars for college students, is fake and untrue. Furthermore, the circulating graphic is fabricated, as a news template attributed to the “Al-Sabah” platform was used and fake text was added to it.
We verified the circulating news using keywords on search engines, and found no reliable source supporting this claim. Furthermore, no statement or announcement regarding this matter has been published on the official social media accounts of the Prime Minister’s Media Office or the Ministry of Finance. Additionally, none of thelocal media outlets, whether official or unofficial, reported on this story.
As for the attached image, it is fabricated. We verified this by conducting a reverse image search using the Al-saabiea platform template, where the original text was altered and replaced with the fake news, and the original version of the image published by Al-Sabah on January 28, 2025, was identified, which included the following text:
"The Cabinet approves the allocation of 398.6 billion dinars for the upcoming parliamentary elections and their inclusion in the budget amendments."
Upon reviewing the fourth regular session of the Cabinet held on June 2, 2026, we found no mention of any item or even a decision addressing the alleged proposal regarding a tax law to be imposed on school and college students.
It is worth noting that the Ministry of Education had previously denied, on February 11, 2026, that it had submitted a request to enact a law or decision mandating the collection of fees from school students. The ministry’s spokesperson, Karim al-Sayyid, in a statement to the Iraqi News Agency, that: "This news is completely false, and no decision or directive has been issued in this regard," calling on students and parents to “rely exclusively on news released by the Ministry of Education’s official channels and platforms, and not to be swayed by rumors or materials published outside of approved institutional frameworks.”
It should be noted that the 2005 Iraqi Constitution stipulates in Article 34, specifically in its second paragraph, that: "Free education is a right for all Iraqis at all levels."
