We are not at war with Ukraine. Only someone who had not read the US Constitution could call it “treason” to accept payment from an ally like Ukraine. So this is a lawless threat.
Vindman is on the payroll of Ukrainian oligarchs and has committed treason against the United States, for which he will pay the appropriate penalty
