Here are key recommendations from the Forum "Economics of Gulf Cities and Empowering the Private Sector towards Smart Digital Cities", which was held under the patronage of HRH Governor of Al-Ahsa, and organized by the Saudi Economic Association and the Gulf Economic Association in cooperation with King Faisal University and hosted by the AL-Ahsa Chamber on May 19th, 2026
Economic Diversification and Digital Transition
Implement sustainable policies aimed at diversifying the economic base through the development of promising sectors—including technology, logistics, renewable energy, tourism, and smart services—while directing future investments toward the digital economy, innovation, and knowledge-based models that draw financing and investment to GCC cities
Smart Cities Vision and Strategic Planning
Develop clear national strategies for smart cities based on each Arabian Gulf city’s comparative advantages, supported by data-driven urban planning, unified Gulf data frameworks, and AI-powered systems for integrated and predictive city management
Innovation Ecosystem and Regulatory Support
Establish flexible regulatory sandboxes, empower the private sector through smart public-private partnerships (Smart PPPs), and promote the adoption of advanced technologies in areas such as smart agriculture, urban services, and spatial data management
Human Capital and Research Development
Update educational and university curricula to build AI, digital, and smart-city skills, while encouraging universities and research centers in the Gulf countries to focus their research and studies on the digital economy and smart cities through partnerships with the public and private sectors
Sustainability, Livability, and Community Engagement
Balance economic, social, and cultural sustainability, promote livable and 15-minute city concepts, raise public awareness, and strengthen the participation of the private and non-profit sectors in the region to preserve cultural identity, enhance quality of life, and ensure inclusive development
