Delighted to have met my long-time friend, Hon. Fred Ruhindi (MP, Nakawa East), who is championing a brilliant cause for youth leadership in his constituency. Yesterday, I officially handed over a laptop to Natukunda Penina, the PLU Secretary for Nakawa Division, to support her day-to-day community mobilisation and administrative work. To ensure balanced support across the capital, I am personally committing to a monthly rollout under this private initiative. Every month, I will equip one secretary from each of the remaining four divisions of Kampala until all five divisions are fully digitally empowered. When we equip our young leaders with the right technology, we enhance efficiency, transparency, and impact at the grassroots level.

Yesterday, I met with the leadership of our licensed telecom operators at UCC House to discuss industry compliance and our collective responsibility towards Uganda's digital future. While we value the significant investments these operators make in network infrastructure and job creation, I emphasised that their market influence must be accompanied by accountability to the citizens of Uganda. Our telecom licenses represent a social contract, ensuring a secure, fair, and reliable communications environment. To foster a sustainable digital ecosystem, we must tackle the inefficient duplication of networks. The public is justifiably concerned about the clutter of competing network poles and wires in our spaces. I urged operators to swiftly embrace intelligent, shared infrastructure, which will lower capital expenditures and improve service delivery to underserved areas without compromising market competition. Security in communication channels and consumer trust is paramount. Under the Interception of Communications Regulations 2024, we are intensifying efforts against non-compliance, particularly regarding the unauthorised sale of SIM cards. Operators must enhance their verification processes to combat cyber threats, SIM-swap scams, and mobile money fraud. Bridging the urban-rural digital divide is both a moral obligation and a strategic priority. Most operators are currently falling short on coverage requirements, a situation that must change immediately. We advocate for transparent and sustainable pricing models that ensure connectivity is accessible and affordable for all. Effective regulation is essential for sustainable growth and public protection. @UCC_Official is committed to supporting operators through transparent oversight, focusing on delivering measurable outcomes for our country.

Last evening, the Uganda Communications Commission hosted an insightful dinner for the Ataakulaba Heritage Music Initiative, focusing on the preservation and monetisation of Uganda's musical heritage. Our institutional communication and growth strategy rests on four interdependent pillars: Connectivity, Content, Digital Literacy, and Devices. While connectivity and devices continue to expand, a significant digital literacy gap remains, with many smartphone users utilising less than 5% of their devices' capabilities. By bridging the gap between Content and Digital Literacy, we can empower our local creative economy. The music industry has fundamentally shifted from physical ownership to instant access via digital streaming platforms. To ensure our pioneering cultural storytellers are not left behind by modern algorithms, @UCC_Official is actively intervening to help restructure, preserve, and monetise their catalogues. We are proud to begin this journey by supporting the legendary icons Maama Hadijah Namale and Mzee Dan Mugula, helping to transition traditional Kadongo Kamu into the modern digital marketplace. Following our successful interventions in the local film sector, this initiative will culminate in a landmark annual event from 31 July. Let us protect, digitise, and celebrate Ugandan heritage.

Yesterday, I had the profound honour of welcoming the Bishop of Ankole Diocese, Rt. Rev. Dr Fred Sheldon Mwesigwa, to @UCC_Official. Our fellowship embarked on a deeply moving journey through history as the Bishop shared the foundational background of the East African Revival Commission (Abazuukufu). This mission holds a very special place in my heart. While its ultimate focus is the eternal journey to heaven, I shared a powerful testimony with the Bishop about the immense earthly transformation (eby’okunsi) this revival brought to our society. Growing up, the Abazuukufu set a golden standard that shaped who I am today. They championed exceptional household hygiene (obuyonjo mu maka) and an unwavering commitment to education. In those homes, clean, boiled water was a must; every household had a proper toilet, and the compounds were swept to immaculate perfection. More importantly, they valued education to the point that, through that discipline, my siblings and I were all able to study and earn university degrees. Truly, the children of Abazuukufu stood out as distinctly transformed. I am deeply grateful to the Bishop for briefing me on the East African Revival Commission's current and future plans. Supporting such a transformative legacy is a privilege, and I look forward to seeing its continued impact on our communities.

Last week, we had the pleasure of partnering with the talented Karole Kasita to support her exciting 'Power Within' show. Yesterday, I was honoured to receive a Certificate of Appreciation from Karole at our @UCC_Official headquarters. Besides celebrating her successful concert, we discussed a key strategic focus for our creative industry: Global Brand Building. I urge all Ugandan musicians and creatives to look beyond their immediate horizons and consciously build brands capable of competing on the global stage. Our primary aim should be achieving timelessness. We need to organise, digitise, and safeguard our art to ensure it endures beyond our lifetime and keeps producing wealth for our families through worldwide streaming services and digital networks. Consider global icons such as Michael Jackson, Bob Marley, Prince, and Whitney Houston, or local legends like Mowzey Radio, Fela Kuti, and Lucky Dube. Although they are no longer alive, their music persists vividly online, their names resonate through generations, and their estates continue to earn significant digital royalties. To our Ugandan artists: let's make sure our names and sounds endure for decades. The digital age offers you global access: use it wisely, monetise your work, and create a lasting legacy. @UCC_Official remains fully committed to supporting you throughout this regulatory and developmental journey.

What a truly unforgettable day! I had the incredible honour of welcoming H.E. Edward Kiwanuka Ssekandi, the Vice President Emeritus of Uganda, to my office at the Uganda Communications Commission. Let me tell you, this wasn’t just any visit. Beyond being a respected leader, H.E. Ssekandi has been a personal mentor to me for years. His unwavering support and wise words have shaped my journey and fueled my passion for leadership in ways I can hardly put into words. As we chatted yesterday, I felt an overwhelming sense of gratitude. His insights, grounded in years of dedicated service to our nation, made me reflect on my own path and the kind of leader I aspire to be. Thank you, Your Excellency, for taking the time to connect with me. Your visit and our conversation were not just enlightening; they were a reminder of the power of mentorship and the difference one person can make in another's life.

This morning, I had the pleasure of meeting with a remarkably talented filmmaker, Issa Masadde Yusuf, from Kawempe. Issa exemplifies the positive outcome when passion aligns with targeted support. In 2025, the Uganda Communications Commission provided Issa with UGX 20 million to purchase cameras and equip his production studio. It is incredibly fulfilling to see that this investment has yielded immediate, tangible results. After winning the Best Actor accolade for the film Soccer Heart at the 2025 Ikon Awards, Issa has further honed his craft. I am thrilled to share that he has been nominated for Best Director for his film Maama Wange at the upcoming Uganda Film Festival. At @UCC_Official, nothing gladdens our hearts more than seeing our support translate into tangible growth for the creative sector. More importantly, we are profoundly grateful to young creatives like Issa, who value transparency and account for the resources entrusted to them. Seeing the equipment actively driving high-quality production is the ultimate return on investment. Congratulations, Issa, on your well-deserved nomination for #UFF2026! I dedicate time to reconnect with the foundations of our lively culture and support its creators. I paid a courtesy visit to a true icon of Ugandan music, the legendary Minsusera Ssegamwenge, at his home in Namungoona. This visit held a special place in my heart. I had the honour of officially opening this very home in 1999, during my time as the Youth Councillor for Kampala. Decades later, Ssegamwenge’s artistic flame still burns bright. He is among the phenomenal veterans set to grace the stage at the upcoming Ataakulaba Music Launch, hosted by @UCC_Official at the Sheraton Gardens on 31 July. Trust me, you do not want to miss this celebration of our musical heritage! While there, I learned that my son, Omukunja Atasera, was ill and undergoing treatment at Mengo Hospital. I quickly visited him to see how he was, pray for him, and show support for his recovery and medication. We must always honour our living legends and stand by our creatives, both in celebration and in times of need. Wishing Omukunja a swift and full recovery! See you all on 31 July!

Last evening, I was truly honoured to host a renowned group of Kadongo Kamu artists at the @UCC_Official head office as we get ready for the much-anticipated Ataakulaba Music Launch on July 31. Our conversation went straight to the “Ensigo” - the very seed of Ugandan music and how we can refine it to thrive in the modern era. If you analyse the landscape today, nearly 60% of the chord progressions and melodies our young artists are trending with are drawn directly from traditional Kadongo Kamu, blended with modern production. Decades ago, Congolese music dominated our airwaves until local pioneers began playing solo guitar, creating a unique cultural identity. By the 1980s, full band instruments joined in, and today, this vibrant genre has evolved so much that it's celebrated in lively social venues nationwide. We must remember that you cannot cut the root of a tree and expect its branches to bear fruit. Our Kadongo Kamu icons are Uganda’s original storytellers and the creators of our first musical "codes." Every great contemporary songwriter relies on the foundation they built. As we look to the future, our goal is to revive our authentic music so the world can appreciate its depth. To do this, we must align our rich heritage with modern innovation. Artificial Intelligence is here, and rather than avoiding it, we must embrace it as a powerful tool to refine, archive, and project our unique sound globally. We also recognise that while our traditional songs were beautifully long epics, today’s digital audience prefers shorter formats. Our challenge is to master the art of condensing our tracks for the modern era while keeping the deep, soul-stirring meanings (amakulu) intact. Most importantly, to ensure this movement is sustainable and held annually, we are working to establish a dedicated Artists’ Fund, managed by top-tier financial experts, to secure our creatives' livelihoods. Let us come together on 31st July to celebrate and elevate the authentic blueprint of Ugandan music.

Today, I had the privilege of welcoming the leadership team from Airtel Uganda, headed by Managing Director Mr Soumendra Sahu, to @UCC_Official headquarters. We came together to celebrate a significant milestone: Airtel Uganda’s contribution of UGX 42.9 billion, marking their 2% statutory gross annual revenue payment to the Commission. This isn't just a box-ticking exercise; it’s a testament to the vibrancy of Uganda’s telecom industry. Last year, this figure stood at UGX 37.9 billion, reflecting a thriving business environment nurtured by sound government policies and progressive regulations. While businesses focus on their bottom line, our government prioritises digital inclusion, ensuring no one gets left behind in this fast-paced digital world. That’s where the 2% levy comes in, playing a transformative role. Half of the funds go directly to the National Consolidated Fund, while the other half supports the Uganda Communications Universal Service and Access Fund (UCUSAF). This fund drives national development, extending essential ICT infrastructure to underserved rural areas, where commercial investments often hesitate. It enables ICT integration in education and agriculture, champions digital skills training at the Uganda Institute of Information and Communication Technology (UICT) in Nakawa, promotes digital inclusion for Persons with Disabilities, and distributes smart devices to marginalised communities. This is more than just meeting legal obligations; it's about embodying corporate citizenship. Airtel Uganda has demonstrated that this responsibility is a shared investment in our nation’s future. I extend my heartfelt gratitude to Airtel Uganda for their partnership and commitment to national progress. Together, we are crafting a more connected and inclusive Uganda, opening doors to endless digital opportunities for every citizen.

What an incredible afternoon we had today with the Airtel Uganda top management team! Stepping away from the usual boardroom hustle, we took some time for an informal get-together that filled the air with genuine connections and good vibes. A refreshing nature walk was just what we needed to break the ice and share some laughs. There’s something powerful about engaging with each other outside of rigid formalities. Whether it's a nature stroll, a friendly soccer match, or a weekend trip to Kikorongo and Tilenga in Murchison Falls, these moments help us build the trust and understanding that are so vital in our telecommunications sector. I’m acutely aware that the industry is sensitive and that a single statement from the regulatory side can ripple through the market. That’s why I always remind my team to think carefully about the directives we put out there. Today was a reminder that even when we have different opinions, we can approach these discussions with mutual respect. It's an honour to have the Airtel leadership with us, taking the time to connect and strengthen the relationships that drive our industry forward. Yesterday, I had the honour of hosting a luncheon for NRM members from Greater Mubende and the #GoldenPosts team to celebrate the inauguration of President-Elect Yoweri Kaguta Museveni. This gathering offered a vital reflection on our collective responsibility to the Ugandan narrative, emphasising that our work in communication goes beyond mere content creation. We are the custodians of a nation in motion, tasked with rigorous research and documentation of progress across our political, social, and economic landscapes to ensure that Uganda’s growth is accurately recorded for future generations. During our interaction, I expressed my deep gratitude to the NRM supporters for their steadfast commitment to the party’s vision. I also emphasised the transformative potential of the Parish Development Model, urging all beneficiaries to manage these resources with the utmost integrity to secure sustainable improvements in their livelihoods. As we move forward, let us remain committed to shaping a positive national perception through impactful storytelling that highlights our shared successes and our country's promising trajectory.

It is truly heartening to witness a modern musical revolution led by our vibrant young stars. I have had the pleasure of interacting with several talented TikTokers who are doing something remarkable. They are mining the treasures of Kadongo Kamu, the storytelling soul of Ugandan music. Seeing the youth embrace and perform the melodies of long ago with such passion and authenticity is impressive. It shows that although our sounds evolve, the foundation laid by our predecessors remains unshakable. I am particularly moved by the dedication of these young ladies and gentlemen, including talents such as Taata Kimbowa, Ivan Mapeesa, and Debbie, who are using digital platforms to ensure that our heritage does not fade away. To you all, I say: keep singing, keep creating, and never lose sight of the stories that define us. Your talent is the bridge between our history and our future. Your efforts to preserve our cultural identity through your craft are not unnoticed. Because I believe in the power of this intergenerational synergy, I am thrilled to announce that these young Kadongo Kamu enthusiasts will join our legendary artists at the ATAAKULABA Music Launch on 31st July.
