He cared for his people dearly, and made himself very present for them, but he also kept them all in stagnant waiting for presumed decades or even centuries for a war he didn't actually want to commit to. Long enough for it to outlive Rudy in the UT universe, and likely Rudy's own parents and grandparents before. Did anyone else try to propose Toriel's "one soul" idea to him, long ago?
