After some extensive digging, this vanilla SSBM bug has 3 different unlikely conditions.
The bug causes Nana's (or any CPU's) input to use random/garbage data in memory as the Y value for the left stick.

Was a fun stream. We found some surprising undefined behavior which can impact Nana's inputs in certain situations causing the game to be undeterministic.

#3. A condition that depends on the CPU's current level and a value that essentially equates to how much time has passed. This basically results in this condition being RNG, slightly varying somewhere around 1/120 odds.
