Treasury should be spent on funding new projects / developers and funds be released periodically as they achieve milestones. $DOT will only be successful if we have projects people are consistently using and that will be evident once coretime is here.

What is Bifrost? $BNC Is a decentralized non-custodial cross chain liquid staking protocol built atop of Polkadot. Currently 57m TVL with a 5m marketcap. They support liquid staking for 5 different protocols: DOT, ETH, FIL, GLMR, & ASTR.

Users can stake there assets on $BNC's native platform and then bridge there liquid tokens via XCM which is Polkadots cross chain messaging system that enables communication between parachains, smart contracts, and Substrate pallets.

Back to what I was saying users can stake there assets on $BNC's native platform and bridge there liquid tokens to another defi protocol of there choosing allowing you to harness the power of multiple defi protocols at once while staying liquid.
