I wrote up my retroactive fees proposal for the WARN..SCAM bot

Thinking of doing a small retroactive xGov for this service I've been running since Oct. 2022: @warn_scam
It follows around txn-note scammers on chain and sends warnings notes.

Moving forward:
- I intend to ask for some xGov funding for the short term
- Xicor had an excellent idea to mix this with Ora mining. The app call would pay for the entire group, and the mined ora would make back some of the fees. That's on the TODOs.
