The Council has agreed its position on strengthening the EU’s carbon border adjustment mechanism.
This will strengthen the EU’s tool to fight carbon leakage by:
•extending it to new products
•addressing circumvention risks
•making it more effective

We have a deal! @CY2026EU and @Europarl_EN agreed on changes to the ETS2' reserve.
It will give more firepower to the MSR to stabilise prices in the future when needed, and will ensure a smoother start and operation of ETS2. This is a win for a fair and predictable transition!
