Why not prioritize larger payments to farmers to invest in longer term water use reduction measures like level land, install pivots, switch to more valuable water wise crops? Buschatzke is right: we can't keep paying people to fallow. Fallowing also hurts farm communities.
“I don’t think we can get there purely voluntarily,” Buschatzke told CNN. “We can’t pay people forever to do this. It’s not a sustainable process to pay people forever for reductions.”
