Why not prioritize larger payments to farmers to invest in longer term water use reduction measures like level land, install pivots, switch to more valuable water wise crops? Buschatzke is right: we can't keep paying people to fallow. Fallowing also hurts farm communities.

Intentionally Created Surplus (ICS) is a Lake Mead conservation account. Reduce use below 9 million acre-feet per year (historical allocations for CA, AZ, NV, and MX), store water in Lake Mead, and withdraw later. 4 issues with the ICS program today and 2 ways to address:

Recap 1: ICS was an innovative successful program. ICS addressed disincentives to conserve water under use-it-or-lose it. It saved 3 maf. Today, ICS may encourage more Lake Mead draw down as contractors try to recover conserved water before the program prohibits recovery.
