What's notable about this scheme is the word "self" doing real work in the name. This isn't about placing young people into jobs that already exist. It's about giving them the capital and support to create their own.
In a state with UP's population, 38,000 might look modest compared to the 9 lakh government recruitment figure. But these aren't competing numbers, they're two different theories of how youth employment works. One is "the government hires you." The other is "the government helps you hire yourself, and maybe eventually, others too."
PM Modi's broader entrepreneurship push has consistently argued that India can't government-job its way to full employment for its youth population, self-employment and small enterprise have to be part of the answer.
Yogi ji's UP running this scheme at the state level, on top of national programs like Mudra and Standup India, means UP's youth have multiple entry points into self-employment, not just one. Double Engine Sarkar's bet here is on youth who'd rather build something than wait for something.
