Talk about a program at #scale - building sanitation infrastructure & enabling behavior change in a country of 1.4 BILLION. Did it work? @YaleRISE founder @mushfiq_econ & co-authors Urmila Chatterjee, Juan Munoz and @imansen2 carefully assemble multiple data sets to answer. 1/n
3. Wide spatial variation in progress, across & b/w states. 🙁
4. Substantial gains in regular toilet use 2014-19 have slowed, reversing in many states, particularly marginalized HH. 😞3/n
Not a new conclusion but worth reiterating: sustaining #behaviorchange and building new #habits at scale is not easy. Need constant innovation on the demand-side. 4/n
Govt. must often procure goods & services at scale - how does the contracting structure affect outcomes? Catherine Wolfram, @tedmiguel, our own @e_o_hsu & @BerkouwerS study this in Kenya:

So which is better? That well-worn answer: it depends. Bundled = faster connections but unbundled = longer-term quality which may reduce maintenance costs down the line. More discussions in the article. 7/n
