C asked for the statement, but since SM was talking about tampering and such at the time, they apparently said that access was only for viewing due to concerns about data leaks. Also, judging by what people are saying in the community, after the contract renewal, the scandal involving LSM's paper companies broke out, and LSM left, so I suspect C might have wanted to verify the details because he had doubts about them. I wonder if the issue became as big as it is now if they had just confirmed how the settlement was calculated when he was curious about the basis for his payment. Since he asked to see it but they refused, it seems like it just turned into a situation where he thought, "Oh, is there something going on?"
