This project would deliver verified new supply within 9–15 months — far faster than traditional infrastructure — while complementing the city’s ongoing groundwater, reclaimed water (16 MGD target) and desal efforts.

Verified production automatically mints premium credits that can be acquired and retired by the City, local industry, or hyperscale data centers for immutable ESG and regulatory proof.
Low-Risk Public-Private Structure:
DAO finances via treasury credit pre-sales (Build-Own-Operate or Water-as-a-Service model). The City provides site access and permitting support with minimal upfront debt.

RWAs are still early, and retail has barely arrived
The current demand is pretty clear:
> tokenized Treasuries
> money market funds
> stablecoin rails
> collateral efficiency
That is where the product already makes sense.
Retail likely comes later, through things people understand more easily:
> equities
> private credit
> real estate
> other long-duration assets that benefit from fractional, 24/7 access
That is why I still think this market is early in a very specific way.
Institutions are proving utility first.
Retail follows once the wrapper becomes simple enough.
