From a short-term perspective, order book spreads and AMM fees should ideally be in competition. However, I think the incentive to vote for lower fees might be weakening due to several reasons:
1. No one knows what the appropriate AMM fee should be at any given moment based on the current order book information.
2. Since there is very little liquidity in the order book, people are trying to make a profit with high AMM fees. While there is an argument for lowering fees to increase trading volume, it is unclear if that can actually be expected in the current XRPL DEX/AMM environment.
3. There might be a general mindset for liquidity providers that since it is a fee, it is better to just keep it high.
Because of these factors, the motivation to vote for lower fees might be fading.
