While the electric fan experiment didn't work out, a massive oil flame used to be lit on top of the India Gate dome on important occasions for many years. With the increasing lighting around the area and the staining caused by the oil, this was later abandoned

Here it mentions the original plan for the All-India Memorial Arch (India Gate) to emit memorial smoke from its top, by means of gas & electric fans.
