In the lab experiment with young adults, we found that the participants who saw an FDA-authorized modified exposure claim spent less time viewing the U.S. Surgeon General’s warning in marketing messages. They also reported greater intent to try the product.

The tobacco users were especially influenced—perceiving the product as lower risk when the FDA claim was present. These findings raise important questions about the role of regulatory credibility in tobacco advertising and how it may reduce attention to risk information.
