- Have a family doctor.
- Are gainfully employed or have some wealth.

While @CityofStJohns is discussing plans for the Pedestrian Mall, can it include a shuttle to the parking garages and the downtown area in general? The mall means less parking which is FINE, but not safe if myself or others have to walk further distances alone as a result.
