Have tried contacting Sotheby's that has an image of the painting I want to use. If that doesn't suffice, do I contact the copyright and permissions dept of French government or something (hopefully English works?)?

The humanities do not help us *become* more humane, but to understand what it would mean to *be* humane. The becoming is not up to the humanities but to us.
I deeply admire you, but I strongly disagree with this sales pitch. The value of the humanities--when done well--is that it helps us become wiser and more humane. If it doesn't do this, if it only imparts a neutral toolkit of skills, then to hell with it.
