Irl exhibit - this person, notarized, may ID, nakikipag meet up pero scammer. Nawala na lang ng parang bula and walang napala lahat ng "bumili" 🤷
So in my frustration after the tix selling the other day and wasnt able to secure one, i want to buy from a reseller. But the risks are huge so i drafted this 6 pages agreement for reseller and buyer that protect them both. If u want a copy just shoot me a dm. Ciao~

It honestly makes me sad to see so many posts in Korean saying they don’t want international fans at the concerts. I’ve always openly said anyone who can come to the USA should come see BTS, but seeing these posts honestly hurt 😞 They’re international stars, there’s going to be foreigners at every concert.

韓国の公演法を読みましたが、このポストの主張の根拠がよくわかりません。
韓国の公演法は、「公演場運営者（アジアド競技場の場合は釜山市）」も責任を負うことを明確に規定しています。
HYBEの責任を無視するわけではありませんが、100％責任があるとは書かれていません。
また、公演法のみを元に断罪するのは危険ではないでしょうか。
災害安全管理基本法による自治体の義務や、施設管理者としての責任についても考慮すべきです。
実際、現場に公務員は存在していますし、開催3日前に動員数を2/3に減らして混乱をもたらしたのも、釜山市です。
（政府が当日監督者を派遣したので、更に混乱しましたが）
また、看護室の未整備、客席の清掃不足などの設備メンテナンス不足も、設備所有者である釜山市の責任だと思われます。
以下は私が確認した法律の条文です。
公演法 第11条の2（安全管理費）

①公演場運営者及び公演場以外の場所で公演をしようとする者（以下「公演場運営者等」という。）は、公演場及び公演の安全管理に必要な費用（以下「安全管理費」という。）を大統領令で定めるところにより公演場運営又はただし、大統領令で定める基準に満たない公演場運営者等は安全管理費を計上しないことができる。
公演法施行令 第9条の2（安全管理費の計上・使途基準）

第9条の2(安全管理費) ① 客席数が500席以上の公演場の公演場運営者及び公演場以外の場所で1千人以上の観覧が予想される公演をしようとする者は、法 第11条の2第1項による安全管理費(以下「安全管理費」といいます。）を次の各号する。
1. 客席数が500席以上の公演場の公演場運営者：公演場運営費の1パーセント以上
2. 会場以外の場所で公演をしようとする者
a) 1千人以上3千人未満の観覧が予想される公演の場合：公演費用の1.15パーセント以上
b) 3千人以上の観覧が予想される公演の場合：公演費用の1.21パーセント以上
②法 第10条の2第2項による公演場運営者等(以下「公演場運営者等」という。)は、第1項により計上された安全管理費を次の各号の用途にのみ使用しなければならない。<改正 2022. 7. 19.>
1. 安全管理人材の人件費及び手当
公演場及び公演の安全管理のための設備の設置・維持及び保守
3. 保護装備の購入
4.法 第11条の4による安全教育及びその他の安全教育及び訓練
5.法 第12条による舞台施設の安全診断及びその他の安全点検
6. 安全関連保険
その他公演場及び公演の安全管理のために必要な事項として文化体育観光部長官が定めて告示する用途
③公演場運営者等は、第1項により計上された安全管理費を使用した場合には、使用内訳書を作成し、次の各号の区分による期限までに管轄特別自治市場・特別自治道知事・市長・郡守・区庁長に提出しなければならない。
1. 公演場運営者：毎年2月末日
2. 会場外の場所で公演をした者：公演が終了した日から30日以内

もし「アジアド競技場は体育施設なので法律上の公演場には当たらない」というのが主張の根拠の場合でも、「体育施設法」や釜山市の自治体ルールにより、釜山市は公共施設運営者としての責任を負うと思われます。

According to 🇰🇷Korea’s Performance Act (Article 11-2 and Enforcement Decree Article 9-2) and the Framework Act on the Management of Disasters and Safety,
personnel responsible for concert crowd flow management, ticket inspection, seating guidance, and zone-specific safety fence control are contracted and deployed on-site by the "organizing agency" .
In the case of stadiums (sports facilities), the stadium management entity (such as a city management corporation) merely hands over the physical facilities—such as gates, electricity, and basic lighting—on the day of the rental, and does not provide any crowd guidance personnel.
Therefore, the organizing agency is 100% responsible for hiring and managing the staff.
In other words, yesterday's chaos on the 12th has nothing to do with the city of Busan or the stadium.
Korean performance law clearly stipulates that HYBE bears 100% of the responsibility.
