ICC was created not to undermine a State Partyโs justice system. Otherwise, developed countries like Germany, France, Australia, and Japan wouldnโt have joined it. Its purpose is to prosecute tyrants who
commit crimes against humanity, and whose power and influence over the local justice system made it unwilling and unable to prosecute said tyrants. Such is the case in the Philippines. Victims/witnesses would not dare file a case against duterte and should there be one filed, no prosecutor or judge could possibly prosecute it objectively without fear of reprisal. Gets?
By the way, the Supreme Court has already decided, through a 15-0 vote, that the ICC โretains jurisdiction over any and all acts committed by government actors until March 17, 2019. Hence, withdrawal from the Rome Statute does not affect the liabilities of individuals charged before the ICC for acts committed up to this date.โ

The Palestinian Jihad group allegedly received more than $93 million dollars through digital wallets on the eve of its attack on Israel. Hamas also used a similar funding scheme.
WSJ, citing data from the analytical company Elliptic, states that the attack on Israel was partially financed through the popular crypto exchange Garantex, registered in Moscow.
