Rules and guidelines(령, 규칙) are relatively easy to change, since the change does not involve legislation. There is no such law(법) to prohibit the export of weapons to a conflict zone. There are guidelines (규칙) which says “the weapons should be used for peace and stability”. Weapons to Ukraine are for peace. 3) The law for increasing the capital of the Ex-Im bank just passed the Assembly on Feb. 29th, 2024. Now the financial package can be arranged smoothly for weapons export.
