UCC's Director of Legal Affairs, Susan M. Atengo Wegoye, delivered remarks on behalf of the @UCC_ED. She reminded TV operators of their key role in informing, educating, and entertaining Ugandans, stressing that with this power comes responsibility to serve the public interest, protect children & obey the law. Acknowledging concerns over high licence fees, Ms. Susan said UCC has started a study to review them & open consultations will be held on fees structures & proposed changes. Regarding signal distribution, she confirmed that SIGNET no longer enjoys exclusivity as the free-to-air signal distributor. Dear Hasheem @PenaniH78110 I totally get how frustrating it can be to work for what feels like forever without seeing the commission you allegedly deserve. So, here’s the deal: when it comes to unpaid commissions with MTN Mobile Money, this is mainly a contractual issue between you and MTN. In Uganda, the Bank of Uganda oversees Mobile Money services and agents. They actually require providers to pay their agents and have some kind of process for when things go wrong. First up, I’d recommend you reach out to MTN Uganda through their official customer care or agent support channels and file a formal complaint. Make sure to get a reference number since that’ll help you track any follow-ups. If you’ve already done that and things are still at a standstill, then it’s time to step it up. Gather your complaint reference number, the amount of commission you’re chasing, any transaction records that back you up, and any chats you’ve had with MTN and escalate your issue to the Bank of Uganda @BOU_Official since they’re the main regulators for payment systems. Just a heads-up: while @UCC_Official handles communications services and infrastructure, disputes like these don’t really fall under their authority. It’s usually the Bank of Uganda that handles these types of issues. I really hope MTN Mobile Money @mtnug takes your complaint seriously and gets back to you with a clear answer or whatever payment you’re owed. Thanks for bringing this up, and fingers crossed it all gets sorted out soon!

Uganda’s mobile device landscape continues to evolve. As of March 2026, Uganda recorded 20.3 million smartphones, 24.7 million feature phones, and 13.3 million basic phones. This surge in mobile devices reflects a brighter future where access to digital services is within everyone's reach. A connected Uganda means empowering every individual to participate in the digital economy. Regardless of the type of phone, connectivity serves as a powerful tool for communication, access to vital services, and unlocking new opportunities. His study uses advanced machine learning to analyze how household demographics impact crop yields and nutrition, a complex relationship that traditional methods struggle to capture for the 68% of the workforce relying on small-scale farming. By utilizing advanced Support Vector Machine (SVM) models to analyze decades of data and regional field insights, the project aims to predict and improve livestock and crop productivity across the country. To protect the data generated by Uganda's 41 million mobile subscriptions, Ignatius Balayo from @BusitemaUni presented his research proposal, "Privacy Preservation in Mobile Networks Using Machine Learning". His project addresses the vulnerabilities of traditional AI systems, which require sending sensitive data to centralized or offshore servers, by introducing an innovative, decentralized framework. By utilizing Federated Learning and Differential Privacy, the system allows AI models to learn directly on devices without raw data ever leaving them. His team is developing an intelligent system that learns normal network behavior to instantly flag suspicious activities, such as abnormal agent banking withdrawals or simultaneous ATM usage in different cities, with the capacity to process up to 1 million transactions a day. Development of a Credit-based Electricity Access Scheme for Smart Energy Consumers: Uganda produces a significant amount of electricity, yet many families and small businesses face sudden disconnections due to irregular incomes. To solve this, Kawuma Latiif and Balinda Roland Mujungu from @SorotiUniversi1 propose creating a solution taking the opportunity presented through our UCC Research Support to Academia (Lot 1). We are proud to fund their project: an intelligent, AI-powered system that allows users to "borrow electricity and pay later" via digital payment platforms.
