.@gmhales says DNA has ‘done the right thing’, but that repeat purchases by Rayis Nibeel ‘seemingly without DNA Leisure raising any concerns about the numbers involved’ was ‘inexcusable’. Nibeel was 16 when he bought the weapons and went on to murder Omar Khan in Luton.
