This is unequivocally a good thing. Regardless of which one, local elected office is a considerable time commitment, and we should adequately compensate people to do it. Also, it allows more people, some of whom don't run because of financial concerns, to run for office.

Voters in Gwinnett County, Georgia, voted to approve a measure creating the new city of Mulberry in northeastern Gwinnett. Voters will elect the five new city council members at the general election in November 2024.
In northeastern Gwinnett County, Georgia, voters will decide on a ballot measure today to create a new city called Mulberry. Mulberry would have around 41,245 residents. If approved, this would make Mulberry the 24th largest city in Georgia.

Special district dissolution methods are often difficult to parse. This one no longer provides any services, but the referendum to dissolve it failed (so it exists as a taxing body doing nothing). Now, the legislature steps in.
