This is so true, so much progress hampered by bureaucratic malpractice. Her experience is anchored to Senegal but Zambia has so many of the same issues. The system is entirely predicated on collecting fees, not providing a valuable service. You pay fees for licenses and certifications that serve no purpose and are easily circumvented through corruption, negating the justification for their existence. I'm sure many will argue, but the truth of the matter is it could be soooooooo much better.
