I suggest reading Hannah Arendt’s Eichmann in Jerusalem and thinking again. Restricting Russian tourism in Europe while Russia wages war against Europe is not a sanction — it’s sanity, and it is morally sound. Ordinary citizens are not collectively guilty, but they are collectively responsible for what the state does in their name. To ignore this responsibility is what allows evil to become banal and spread.
Media reports say that as part of the new sanctions package, the EU may introduce a complete ban on issuing tourist visas to Russian citizens. If confirmed, such a decision would be a serious mistake. Sanctions should be aimed at oligarchs, security officials, propagandists, and other accomplices of the regime, not at ordinary citizens. Vladimir Putin is not the whole of Russia. The Anti-Corruption Foundation has submitted an official statement to Brussels, calling for a clear distinction between the responsibility of the regime and ordinary Russians.
