I can’t stress enough just how fringe the position that “money doesn’t matter” has become in the research community.
It’s only the right-wing think tank world that tries to claim otherwise.

States are willing to make substantial change, but they often need to be coerced into doing it. Stakeholders should be mindful of this as budgets recede during fiscal crises, such as occurred during the Great Recession and the COVID-19 pandemic. (11/12)
