Well, income tax and wages would not only require that regular work and economy be restored. At best a PMC would be able to establish law and order, but a government would be doubtful. That and they'd have to establish a brand new hard currency.

Full restoration would require time and some serious money. I'm sure there's would be plenty of volunteers but to rebuild infrastructure, homes, buildings, restore industry, supply chains...

The LMB were a PMC. They were contracted to protect corporate America until Bliss decided turning his back on his country was the only way to keep his men alive. He could have worked with the JTF but decided his way of doing things was the only way and he started killing JTF
