Israel’s war on Iran is misusing the humanitarian principle of ‘evacuation orders’ as a tactic of psychological & political terror against the Iranian population - just as it has recently against Palestinian & Lebanese civilians. Three ‘evacuation orders’ have so far been issued in Tehran, home to 10m people.

Israel has designated the majority of the Gaza Strip for evacuation. 34 evacuation orders have been issued to civilians in Gaza since the dissolution of the ceasefire on 18 March 2025. Many of these orders define differing boundaries for the militarised buffer zone in the east of Gaza, gradually expanding the area designated for evacuation. See more: frames.forensic-architecture…

FA has documented a pattern of Israeli attacks on areas into which they have previously instructed civilians in Gaza to evacuate. Our research confirms that the Israeli military carried out multiple attacks in areas towards which civilians had been directed, either on the same day as the evacuation order, or on the day after. The #Madleen is a UK-flagged civilian vessel protected under international maritime law. Its interception in international waters by Israeli forces, and the detention of its civilian crew, including elected political representatives, was a clear violation of international law. At the same time, the mission of the Madleen was and remains an urgent and necessary indictment of the response of international powers to the continued genocidal violence perpetrated by Israel against the Palestinian civilian population of Gaza. We stand in solidarity with the crew of the Madleen, and the Palestinian people.

Members of the Abd al-Karim al-Afghani family were heard screaming from beneath the rubble of their home after a series of Israeli strikes on 13 May hit several buildings in the area. Despite ongoing efforts by civil defence teams to coordinate with the military on rescue efforts, first responders were attacked—and several injured—when they arrived on the scene and were prevented from returning.
