The a municipal stadium authority WOULD have the authority to issue bonds to finance the construction of a stadium. So no state funding, but this bill doesn't preclude Arlington Heights or Chicago from sweetening the pot for the Bears with public subsidies.

BREAKING: Bears stadium bill in serious trouble. State Sen Bill Cunningham, the leading Dem handling negotiations for a Bears stadium updating tonight: “I think that a PILOT megaproject framework for a Bears stadium right now does not have support.”
“I think that there are concerns about the property tax break, and caucus members just aren't really comfortable with it. So we're trying to find out an alternate case.”
Cunningham: “We're focused on trying to construct a bill that will ensure that the bears stay in Illinois. Exactly what that looks like, we haven't landed on yet.”
