Hejaaz Hizbullah, a lawyer previously detained under the PTA, at the same CID 6th floor detention facility when Sallay was the island’s top spy, said that he had seen some detainees with severe bruising and bleeding. Rationale for State of Emergency is unclear. Pres AKD should make a case for it. SoE was imposed in aftermath of Cyclone Ditwah. Even if US and Israel's sudden war on Iran in March and their impacts/Ditwah recovery efforts underlie ongoing SoE, good practice is to justify it.
