Today, FGF is publishing a new paper with recommendations on how government can set GBR up for long-term success. Recommendations include:
👉 Define and clearly articulate the overarching purpose of GBR – and from this, instil a strong organisational culture.
👉 Avoid political micromanagement. Ensure the new organisation has an appropriate level of operational autonomy – and aim for better, not more or less, regulation.
👉 Go with the grain of devolution. Ensure rail reform is ‘done with’ rather than ‘done to’ nations and regions.
👉 Tell a stronger story. Boost awareness in Westminster and among the public with a compelling story about how these changes will improve passenger experience, boost growth and unlock opportunity.

📉 Do the UK’s fiscal rules need to change? 📉
No set of #FiscalRules or fiscal institutions will ever be perfect. So it’s important that we keep questioning them.
Today we’re publishing our evidence to the Lords Economic Committee, which sets out several ways to improve the current approach. Our suggestions include:
✅ Moving away from fixed numeric targets towards more judgement-based decisions, allowing greater flexibility and responsiveness to the economic cycle, and reducing the tendency to fixate on short-term fiscal headroom
✅ Creating a distinct ‘preventative’ category of spending, with the fiscal rules targeting a balanced budget in the current spending category, potentially excluding those prevention budgets
✅ Implementing greater fiscal devolution so that not all the strain is being taken by the centre

Great to be at this Total Place conference today (with my @FutureGovForum hat on.) I pushed on Total Place in my No 10 days and am so pleased it is
right back on the agenda.
FGF’s Hamida Ali is currently chairing a panel at #TotalPlaceNow conference on why place-based budgets can be drivers of public service reform.
Minister @LabourSatvir said this morning that central government is ready to engage with this agenda – now we’re hearing from experts across local and national government about how to make this happen.
