It would take the building of nearly 400,000 affordable homes, or over a quarter of the Government’s targeted 1.5 million homes, just to return this ratio to 2010 levels.

The cost to the state of subsidising rent paid to private sector landlords has risen by 64 per cent in real-terms since the mid-1990s, compared to a 54 per cent rise in the total cost of subsidising households living in social rental accommodation, which totalled just over £20 billion in 2023-24.
