The shortage of Registered Providers in the market is becoming a growing concern, leaving Affordable Homes standing empty and stalling progress.
Unless action is taken, the gap between housing supply and the government’s ambitious targets will only continue to widen.

The number of affordable homes available per 1,000 people in England has fallen by over a third, from nearly 120 in 1980 to just over 70 by 2023. It would take the building of nearly 400,000 affordable homes, or over a quarter of the Government’s targeted 1.5 million homes, just to return this ratio to 2010 levels.
Under-investment in social housing has meant many low-income households instead live in the private rental sector.
The result is less secure and lower-quality accommodation for tenants and higher costs for the state, which paid nearly £12 billion in housing support to private landlords in 2023-24.

more than a third of housing support in England, or nearly £12 billion, was paid by the state to private landlords in 202324. The cost to the state of subsidising rent paid to private sector landlords has risen by 64 per cent in real-terms since the mid-1990s, compared to a 54 per cent rise in the total cost of subsidising households living in social rental accommodation, which totalled just over £20 billion in 2023-24.
