So are we better off after 4 years? 1) The Biden 2023 Cyber Strategy clarified that defend forward, not PE is the dominant "vision" 2) Regulations matter, and we need more like cyber incident reporting 3) Ukraine's cyberspace is safe and secure, partially thanks to US support

There's a pernicious influence that nobody wants to end a tour without accomplishment that keeps a lot of frauds ongoing. IO can work - it just requires a ton of resources and smarter people than are currently involved.

So the Solarium Strategy was called layered cyber deterrence. The Biden Strategy is integrated deterrence. The main focus is on target hardening and CI, so how is this a shift away from deterrence again?
