Instead of funding only the CFA and Fire Rescue Victoria (FRV), the new ESVF property-based tax is used to fund 10 different emergency agencies, including the SES and Triple Zero Victoria. The Allan Labor Victorian Government states that the broadened levy is a necessary measure to ensure all emergency services have the funds and equipment they need to cope with the increasing frequency of floods, fires, and storms. The money goes toward a centralised fund that supports the CFA, Fire Rescue Victoria (FRV), VICSES, Triple Zero Victoria, and the State Control Centre. Labor pledged parts of the funds toward upgrade packages, including a $110 million rolling fleet replacement program and modernising the VicEmergency app. The Victorian state government maintains that the tax levy is entirely necessary due to the rising costs of climate change. Victoria faces more frequent and destructive natural disasters, requiring cohesive, statewide funding for systemic response infrastructure rather than piecemeal funding. Labor pledged parts of the funds toward upgrade packages, including a $110 million rolling fleet replacement program and modernising the VicEmergency app. The government modified the laws to introduce concessions for emergency volunteers and drought-affected primary producers on their primary residences. The CFA has not been defunded but their budget is currently less because all full-time fire-fighters and the associated stations have been transferred to the Fire Rescue Victoria (FRV) and are now within the FRV budget.
