Despite mounting criticism, South Africa is doubling down on strict race-based hiring laws.
A new law — the Employment Equity Amendment Act — now sets aggressive racial targets for 2025–2030 across 18 economic sectors.
In several sectors, companies must ensure 90% to 96% of their workforce comes from “designated groups” (Black people, women, and people with disabilities — minimum 3%).
Translation: If your company has more than 5% white men, you could be slapped with fines of up to 10% of your annual turnover.
The government calls it “transformation.”
Critics call it legalized discrimination that risks driving away skills, investment, and jobs.
