This is madness. Apple is clearly lying and bullying the EU.
If a 3rd-party browser did anything that is against the DMA, then they would be liable, not Apple.
Or is Apple saying that they are liable for any interaction a user has on iOS (even on a webpage)?

It's official. iOS will not support Progressive Web Apps in the EU.
It would be great if Apple provides the basis of this claim:
"We expect this change to affect a small number of users"
