I honestly think this is true. Phillip Rivers is historically underrated. He consistently lead more efficient passing offenses than Big Ben and there were some years the Chargers arguably had the best passing offense in the league.
Philip Rivers is the best QB of the 2004 draft.

An example of a genuine carry job by a QB in an NFL context is Justin Herbert the past couple years and Patrick Mahomes since 2022 (Lamar in 2020-2022 another example).
