Congress must return to Constitutional principles:
Pass an annual authorization bill with predictable appropriations.
DHS was created in 2002 with a focused mission: prevent terrorist attacks on U.S. soil.
Congress made only three major legislative scope changes:
•2002 Homeland Security Act — Established the terrorism-centric department.
•2006 Post-Katrina Act — Expanded to all-hazards disaster response and strengthened FEMA.
•2018 CISA Act — Added cybersecurity and critical infrastructure protection.
None of these changes caused funding lapses.
•Yet since 2003, DHS has suffered well over 130 days of funding disruptions
There is no historical equivalent: the Department of War (formally DoD) never faced prolonged unpaid operations or readiness-level disruptions due to funding fights.
This politicization of a core national security agency must end. It is direct erosion of our national security capability.
Constitutional reminder:
All Branches of the Federal Government took an oath to support the Constitution to “defend the Constitution of the United States against all enemies, both foreign and domestic”.
Discharge duties: Officials must well and faithfully discharge the duties of their office on which they are about to enter.
