The volunteer-led bookswaps/internet cafes/community spaces in Sheffield and many other places maybe “thriving” but not as Public Libraries as there is no provision for this in the 1964 Act 🤔
Public Library buildings run by volunteers without Library Workers and/or a statutory remit are ‘bookswaps’ and/or ‘community spaces’ and/or ‘internet cafes’ they are NOT Public Libraries or Community Libraries. This is a crucial distinction.

Today I took 2 books from a little free ''''library''''' for my toddler and I felt like I was betraying @wylie_alan by doing so 🤣 There is nothing wrong with bookswaps though, just don't call it a free library when a real one exists right down road!
Whether you like it or not Public Libraries without paid & trained Library Workers and/or a statutory remit are NOT Public Libraries.
Call them bookswaps, call them internet cafes, call them community hubs but DON’T call them Public Libraries.
