The problem is that they started the master plan in ~ 2011 before and then came out with BuildBPS in 2016 which they claimed was a master plan but was also a process for creating a master plan. Every mayor/superintendent restarts the process and no actual progress happens.

From right here in the middle of it I can tell you that you're right and that BPS has never had anything close to an actual facilities plan. They acted like the BuildBPS report was a plan but it was just a condition report and some bullets on how they would proceed.

Words like “underutilized” and “taking buildings offline” are evidence of the complete lack of vision for, understanding of, school communities. BuildBPS is about pleasing developers, not doing right by schools.

The narrative that schools can only stay open if a certain number of seats are full is grounded in the notion that the only thing schools do is provide classroom instruction. We know this far from the case, but it is a convenient narrative for closing and selling off bldgs.

This issue is a real problem.
The Globe has been a proponent of the #BuildBPS plan. But that would exacerbate the lack of mobility among neighborhoods by keeping kids within their neighborhood boundaries for the entirety of their education.
