So states claim, 𝘸𝘦’𝘳𝘦 𝘯𝘰𝘵 𝘦𝘯𝘳𝘰𝘭𝘭𝘪𝘯𝘨 𝘵𝘩𝘦𝘮.
Instead, they hand out 𝗰𝘀𝘁𝗮𝘁𝗲-𝗰𝗿𝗲𝗮𝘁𝗲𝗱 “𝗺𝗲𝗱𝗶𝗰𝗮𝗹 𝗯𝗲𝗻𝗲𝗳𝗶𝘁𝘀” — then quietly ask the 𝗳𝗲𝗱𝗲𝗿𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 to reimburse part of the cost.
