The problem isn’t homes, it’s jobs. The “Bay” and more specifically the growth of Silicon Valley is extending in all directions. To the south this is towards new bedroom communities in Santa Cruz, Gilroy, and Hollister. The trade off is time and over an hour in traffic, when the average commute in California — including the Bay and Southern California — is only 30 minutes. Monterey and the Salinas Valley don’t have the jobs to support more housing for the sake of housing. “Build it and they will come” isn’t actually a thing. Fort Ord closed at the end of the Cold War and is still mostly undeveloped, despite an underpopulated CalState campus and some big box stores. Only three communities in California actually recovered after BRAC at the end of the Cold War: Sunnyvale (Moffet), Tustin, and Irvine (El Toro). Silicon Valley evolved out of and beyond the defense industry before the end of the Cold War, and is the only part of California’s economy that is healthy. Tustin and Irvine were able to sell homes needed in Orange County, and the later especially bolstered and tied to Mainland China. Arguably ex-NAS Alameda also counts, given the community doesn’t want it to be developed. That’s it. San Diego broke even from BRAC. Sacramento has finally timed out. Everywhere else from Vallejo to Long Beach, their economy collapsed, and has never recovered thanks to the Bay Area communists Ron Dellums, Dianne Feinstein, and Barbara Boxer. Texas was also hit hard by BRAC, but lower taxes, less regulation, cheaper land and energy, meant places like San Antonio could replace it with something else. Or they did a better job holding on to their industry, instead of viewing government and consumption, the same as a factory bringing in outside dollars. Real estate, which is consumption, doesn’t value the difference. Anyway, the reason a new industry cannot emerge and thrive in the Salinas Valley, is California itself.
Given how rare large swaths of flat land are to come by on the California Coast and how dire the state is in need of housing its surprising to me that the Salinas Valley hasn't been developed more its only got 390K people!
