No bet, your right that Trudeau gave "final" approval in 2016! But it was proposed and financed while under the Harper gov, when laws and investments were still favorable! Unlike today!
The Trans Mountain Expansion (TMX) project was formally proposed by Kinder Morgan Canada on December 16, 2013, when it submitted its application to the National Energy Board (NEB). Initial plans to expand the pipeline were first announced by the company on February 21, 2012, following support from oil shippers.
TC energy walked away from its 2013 proposed Eastern pipeline in 2017 due to new liberal regulations! Enbridge proposed the northern gateway pipeline in 2008 and recieved federal approval in 2014 but they walked away in 2017 when the liberal cabinet failed to support it after court injunctions!
Keystone XL pipeline was proposed by TC energy in 2008 but they walked away when Biden cancelled it in the states.
Kinder Morgan tried to complete TMX but walked away after continous court callanges and delays! This cost taxpayers 34 billion for trudeau to get it completed when it should have cost taxpayers nothing!
Also in 2008 Harper approved the Keystone phase one pipeline thru 3 provinces and 2 states and it was completed in 2010! On time and on budget! Cost taxpayers nothing!
Under Conservatives proposed 5 pipelines were proposed! Under this liberal gov of 11 years not one new pipeline has been proposed! Oil growth has been stagnated to the capacity of the TMX pipeline! No further growth is projected due to lack of pipeline capacity!
If you can't see the difference between conservative support for Alberta and liberal anti oil policy toward Alberta you are blind! This is what Alberta is seeing! Massive support by conservatives and zero support from Libeerals! The hope is fading for another conservative majority government as we move closer to a two party system! With the demise of NDP in the last election and the strangle hold liberals have on quebec and the major cities in Canada, Albertans fear liberals will never leave power! Independence is their best option at this point!
